Fatmir Besimi graduated from the Faculty of Economics, Department of Finance and Banking, at the "St. Cyril and Methodius" University in Skopje in 1998. He completed his postgraduate studies in Economics at Staffordshire University in the United Kingdom in 2002, and received his PhD with the thesis "Monetary and Exchange Rate Policy in the Republic of Macedonia during the Process of Accession to the European Union" in 2007.

During the education process, Besimi completed a number of professional courses and trainings, including "Transformational Leadership" at Oxford University, "Fundamentals of 21st Century Leadership: Values" at the Yale Institute for Global Affairs, "Global Leadership and Public 21st Century Policy at Harvard Kennedy School of Management, World Bank, Cambridge, and PricewaterhouseCoopers Leadership Development Programme.

He held a number of public and state positions. In two terms he was elected Deputy Prime Minister in charge of European Affairs - the first time from March 2013 to May 2014 and the second time from June 2014 to March 2016. He was elected Minister of Economy for two terms, from December 2004 to July 2006 and from August 2008 to July 2011. He held the position of Director of the Public Enterprise for Airport Services from November 2002 to August 2003.

He also performed other government engagements. He was Co-Chair of the Council for Economic Growth and Sustainable Development within the Office of the Prime Minister and the Government from August 2017 to May 2019, Special Adviser to the Prime Minister from August 2017 to April 2019, Co-Chair of the National Committee, National IPA Coordinator, Coordinator of the Instrument for Pre-Accession Assistance and Bilateral Financial Support at the national level as Deputy Prime Minister in charge of European Affairs, as well as a member of the National Security Council as Minister of Defense.

Fatmir Besimi has a rich career in the banking sector. He served as Deputy Governor of the National Bank from August 2003 to November 2004. He was an economist at the World Bank Office in Kosovo from November 2007 to July 2008 and a researcher at the National Bank of the Republic of Macedonia from May 2001 to October 2002. Previously he was an expert associate at Stopanska Banka A.D. Skopje.

As part of his academic engagements and teaching career, Besimi has an active university engagement as an Associate Professor at the Faculty of Business and Economics at South East European University and a Visiting Senior Fellow (Associate Professor) at the London School of Economics and Political Science at the European Institute.

Besimi has given numerous international lectures at world-renowned universities, such as Webster University in Geneva, the London School of Economics and Political Science, the Diplomatic Academy in Vienna, the Center for European Policy in Brussels, and the Institute for International and European Affairs in Dublin, University John Hopkins in Baltimore, Maryland, Harvard Kennedy School at Harvard University, Georgetown University, National Defense University in Washington, University of Vermont and the Military Academy in Zagreb.

He is the author of two and co-author of several books. He has published over a hundred scientific and professional papers and participated in numerous international scientific conferences.

Besimi has been hired as a consultant by international financial institutions such as the World Bank and UNDP for analysis and projects in the country, Europe and Central Asia.

He has managed several projects and initiatives related to the public sector, economy, energy, etc. He has won several awards and recognitions, including the "Order of the Star of Italy" award by decision of the President of Italy for the contribution to the development of bilateral relations between the two countries during the Italian presidency of the Council of the EU. He is a member of "Young Leaders for 2010" and "European Future Leaders".

Besimi speaks Albanian, Macedonian, English and Croatian and has a basic knowledge of German.

He is married to Albertina and father of Aurela.
