PM Gruevski: Macedonia's Diaspora should be represented by 20 deputies in Parliament
Instead of three, the Macedonian Diaspora should have 20 representative at the Parliament, and for them the voting process should be carried in one electoral district, Prime Minister Nikola Gruevski told reporters on Monday, presenting a proposal of his VMRO-DPMNE to other parties, which are part of the working group negotiating on the election model.
This proposal, if accepted by other parties, will boost the influence of the Diaspora at the Macedonian Parliament, the PM said.
He said his party wished for fully transparent, fair elections and it would support any idea to that effect.
Gruevski said his party supported a proposal of SDSM for prior registration of voters, which would deprive the opposition from a possibility to blame phantom votes for its defeat.
"One of main SDSM's claims against VMRO-DPMNE, which were unjustified, was that our party won some phantom votes being the reason for the opposition's defeat. SDSM also claimed that the voter lists were not correct. Therefore, we have accepted the opposition's proposal for prior registration of voters, adding the idea for electronic fingerprinting. We have not only accepted the idea, but now we insist on its realization," Gruevski said.
This proposal should be accepted and become a practice in all forthcoming parliamentary, local and presidential elections, the PM said.
In this manner the opposition would not be able to boycott the Parliament, he added.
The existing (proportional) voting system is solid, showing no serious flaws thus far. Commenting the proposals of some parties for an introduction of open lists, which should put an emphasis on the candidates' personality, Gruevski said the majority voting system would be the best to that effect.
If we wish to choose a model that will enable citizens to vote for a person, not a party, than let's not make hybrid variants but introduce the majority system, Gruevski said, reiterating the proposal for a victorious party at the next year elections to obtain 17 additional parliamentary seats in favor of the stability of each future government.
