MISA overtakes jurisdiction of regulatory guillotine, focus on SMEs
The purpose of the regulatory guillotine is not to reduce or increase the number of registered firms, but to stimulate true investors, simplify the process and make it cheaper, said Vice Premier for Economic Affairs Vladimir Pesevski at Wednesday's final conference of project "Better Business Regulation in Macedonia".
The Ministry of Information Society and Administration (MISA) undertakes the jurisdiction in the improvement of regulatory reforms from the the Vice Premier's Cabinet.
According to Pesevski, renowned international institutions have seen Macedonia as one of the leading countries in the section of public administration reforms.
"We are not under illusion that the system is ideal. The Regulatory Impact Assessment (RIA) is one of the components to that will contribute to improvement", the Vice Premier told journalists.
Over the past three years of the RIA implementation, the Government has adopted 451 laws with RIA forms. Manuals for improvement of the consultation process when developing regulations designed for the public administration, business community and other stakeholders were produced in the course of implementation of project "Better Business Regulation in Macedonia".
Minister of Information Society and Administration Ivo Ivanovski said the institution would launch the fourth stage of the regulatory guillotine titled "Advantage to the Small Ones" at the onset of 2012, with focus given to simplification of operating conditions for small and medium enterprises (SMEs).
"We will pay regular visits to small companies and the civil sector, in order to have direct talks about issues of their concern and ideas for improvement of regulations", said Ivanovski, who signed a memorandum of cooperation with UK Ambassador Christopher Yvon over component "Enhanced Regulatory Process in Macedonia".
The Government launched the regulatory reform in 2006 by revising existent regulations through the regulatory guillotine and RIA.
