The Government of the Republic of North Macedonia at today’s 39th session adopted the Decision to reallocate funds between the budget users of the central government and between the funds, according to which, in the Budget of the Republic of North Macedonia for 2020, in the separate part in the first sub-column of the column Expenditures of the Basic Budget, reallocation of funds in the amount of 6.542.000.000 denars is done.
The purpose of the proposed Decision is to provide funds for implementation of the economic measures adopted by the Government of the Republic of North Macedonia to deal with the crisis caused by the pandemic coronavirus COVID-19.
The Government of the Republic of North Macedonia at the session held today reviewed and adopted the Information about the need to enter into and sign the Joint Agreement on Procurement of Medicines and Medical Equipment between the Republic of North Macedonia and the European Commission and it assigned and authorized the Ministry of Health to sign and duly implement the Joint Agreement on Procurement of Medicines and Medical Equipment with the European Union.
Today, the Government adopted Amendment to the Decree to support the private sector employers affected by the health economic crisis in order to pay salaries for April and May 2020, and these amendments remove the requirement for the managers and owners of businesses employed in them not to be able to use the measure (aimed at protection of the micro and small companies), and it is supplemented with the requirement that the number of employees should remain 2 months after the utilization of the measure, i.e. until July 2020.
Additionally, it was clarified that the companies cannot apply for this measure for their employees who are exempt from paying contributions and personal tax through the projects "Macedonia employs" or if they decide to use the measure for subsidizing 50% of the contributions in a state of emergency, which is part of the first set of measures to deal with the crisis.
At this session it was concluded to establish central mechanism for receiving, monitoring and allocating all donations and assistance that the Republic of North Macedonia receives, which will be managed by the Deputy President of the Government in charge of European Affairs, Bujar Osmani, as a National Coordinator for foreign assistance.
According to the conclusion, the donations and the assistance that will be received will be stored centrally, in one place, and will be distributed according to the needs and priorities upon submitted requests by the state institutions.
At the proposal of the Ministry of Economy, today the Ministers reviewed and adopted the Decree on the application of the Law on Accreditation during the state of emergency, according to which the deadline for submitting the report on the realized work program of the Institute for Accreditation of the Republic of North Macedonia for 2019 is postponed, as well as the report on the work of the Council for 2019 and the report of the Board for Supervision of Material and Financial Control for 2019, for the duration of the state of emergency.
The validity of the certificates of accreditation whose term has expired or will expire during the state of emergency and of the certificates of accreditation whose term will expire in a period of four months after the termination of the state of emergency, in accordance with this Decree, shall be extended until the completion of the procedure for re-accreditation from the first subsequent assessment.
The conformity assessment bodies, whose certificate of accreditation has expired or will expire during the state of emergency, are obliged to initiate procedure for reaccreditation within 30 days after the termination of the state of emergency.
The supervision over the fulfilment of the accreditation requirements and the re-accreditation procedures that should have been or should be realized during the state of emergency are postponed during the state of emergency and will be realized after the termination of the state of emergency.
During the state of emergency, the procedures for accreditation, re-accreditation and supervisory assessments, the assessments of which have been performed with an assessment of the required documents, can be completed.
According to the Decree, during the state of emergency, the conformity assessment bodies, can submit request and application for accreditation and other documents regarding the procedures for accreditation, electronically.
At today’s 39th session the Government reviewed and adopted the Decree with force of law on application of the Law on establishing the Agency for Financial Support of the Agriculture and Rural Development during the state of emergency, whose provisions regulate the deadlines for deciding on the requests for approval of financial support and payment of financial support, for concluding financial support agreements, reduction of financial support due to failure to fulfil contractual obligations from the financial support agreements, for supplementation or additional explanation of the requests for financial support, for the deadlines for realization of the investments, subject to the financial support agreements, the execution of on-site controls of the financial support agreements, which expire or will expire during the state of emergency, to be postponed and to be extended for 60 days after the end of the state of emergency.
The deadlines set in the financial support agreements for the realization of the investment, cease to run during the state of emergency and continue to run after the expiration of the state of emergency, but only for as many days as they have ceased since the end of the state of emergency.
According to this Decree, the deadlines for submitting requests for financial support specified in the public call for submission of requests for financial support under the IPARD Program 2014-2020, are postponed during the state of emergency and will continue to run after the termination of the state of emergency.
