Concept and Roadmap for digital transformation of society
As a prerequisite for progress in the fight against corruption and the strengthening of transparency and good governance, and in the direction of intensifying activities for a successful digital transformation of society, the Government of the Republic of North Macedonia adopted the Concept for Digital Transformation of Society on March 21, 2023.
The Concept of digital transformation of society aims at fundamental changes in the way institutions function and improving their efficiency as a service to citizens. It is an umbrella document that defines the basic principles that should guide the digital transformation of all areas of society, which will be achieved through cooperation between the government, public institutions, private companies, the civil sector and the academic community.
The basic principles of this Concept are the rule of law, social cohesion and public-private partnership, free access to public information, reliable sources of data, "digital by default" and the "only once" principle, by which the data once entered into a public register, will not be requested again from individuals and legal entities. In addition to improving free access to public information, one of the key changes brought by this Concept is giving preference to the digital version of records and electronic signatures.
The adoption of the Concept was realized by respecting the principles of transparency and inclusiveness. After it was reviewed and approved by the National Council for Digital Transformation, headed by the Deputy Prime Minister of the Republic of North Macedonia, Slavica Grkovska, the draft concept was published on ENER for broad public consultation with all citizens.

Based on the Concept, a Roadmap for digital transformation of society was developed and adopted, with initiatives and projects mapped according to the principles of the Concept. Given that it is an umbrella document for a concept and a document with guidelines, when creating policies, strategic documents, but also legislation, the institutions should be guided by the principles and guidelines for the digital transformation of society established in the Concept and the Roadmap.
