The System for balanced account of achievements in health will be applied from next year

From January next year in Macedonia, for the first time, the system of balanced account of achievements in the health system or the Balanced Scorecard system will be applied. “The aim is strengthening the management of public health facilities, announced today at a press conference the Health Minister”, Nikola Todorov.

By this national system divided into four areas: patients, clinical focus, development / training and finances the indicators of health system are determined. From these national indicators, defined by the Ministry of Health, emanate the indicators of individual health facilities. After six months the results of their implementation will be recognized, and after a year the finishing results will be announced, followed by rewards or penalties for managers of the Public Health Institutions (PHI).

- “An appropriate weight is given to each indicator, and the realization level of the indicators will depend on whether the appropriate management of PHI will be further financially rewarded or not”, said the Minister Todorov.

This system will contribute to the implementation of the national health strategy defined by the Ministry of Health. He also added that by allowing the commitment, initiative, inventiveness to come to the fore, the role and responsibility of management is accentuated. The system according to Todorov, provides an objective assessment of the management work of PHI, as well as identification of areas for further improvement, both on health institution and national level.

Indicators in patients area concern hygiene in health institutions, patients satisfied by the attitude of health workers, patient’s satisfaction for a particular intervention, regarding the promptness of the health institution with the patient's complaints.

In the area of ​​clinical focus indicators are related in compliance with protocols for diagnosis and treatment arising from evidence based medicine, additionally reducing the infancy mortality applicable in gynecological-obstetric health care institutions or departments, the use of electronic scheduling system, the achievements by the Performance evaluation system.

Indicators in the development and training area refer to new interventions or skills in public health institutions that are need to be mastered; fostering research work, retention of top talent, introducing or developing a quality system in the health institutions.

Adherence to projected revenues and expenditures, encouraging the provision of income from other sources in order to strengthen the entrepreneurial spirit among management, observance to the expenses planned for medicines and medical supplies, adherence to regulations regarding the financial operations.
