The Government of the Republic of North Macedonia at today’s 40th session reviewed and adopted the proposal for extension of the ban and special regime of movement on the territory of the Republic of North Macedonia during the forthcoming Christian holiday Easter, that is to say, the ban on movement will start on 17th April 2020 (Friday) at 16:00h and will last until 21st April 2020 (Tuesday) until 05:00h.
According to this ban and special regime of movement, the Government has assigned the Ministry of Internal Affairs to intensify controls around the churches during the upcoming holiday.
Additionally, with a Government decision, the proposal of the Main Coordination Crisis Headquarters from the meeting held today has been adopted, from Thursday 16th April 16:00h until 05:00h on Tuesday 21st April to prohibit movement and gathering in groups, i.e. to close all parks, picnic areas, recreation areas in national parks and forests, as well as the weekend settlements during the period of the ban and special regime of movement for the forthcoming holiday, and the Ministry of Internal Affairs to intensify the controls in these places.
For the persons aged over 67, the ban on movement during all working days, from Monday to Friday remains active, except for the period from 10:00h to 12:00h. On Monday 20th April there is a full ban for these and all other citizens.
For all persons up to 18 years of age, the ban on movement during all working days, from Monday to Friday, remains active, except for the period from 13:00h to 15:00h. On Monday, 20th April, there is a full ban for these and other persons.
At its session the Government concluded that the period of existence of the crisis situation in the municipalities of Debar and Centar Zhupa is finished and that this situation has given the expected results in terms of health.
With the ending of the crisis situation in these areas, the Government decided that the existing provisions of the adopted decisions, conclusions, measures and recommendations of the Government should continue to be implemented during the state of emergency on the entire territory of the Republic of North Macedonia.
At today’s session of the Government, a Decree with force of law has been adopted for the Republic of North Macedonia to borrow funds from the International Monetary Fund for financial support from the Rapid Financing Instrument during a state of emergency.
The financial support of the International Monetary Fund of about 176,7 million euros through this instrument, The Republic of North Macedonia will use for budget needs in financing of the measures for health and macroeconomic stabilization and fulfilling the needs of the balance of payment that arise from the emergence of COVID-19.
Today, the Government of the Republic of North Macedonia reviewed and adopted the Information about the need to use Macro-financial support from the European Union for non – EU countries, and it approved the draft text of the Letter of formal request to use Macro-financial support from the European union for the Republic of North Macedonia.
In connection with this item, the Government assigned the Ministry of Finance to send to the European Commission the Letter of formal request for use of macro-financial support from the European Union for the Republic of North Macedonia by 15th April 2020 at the latest.
At the session, the Government reviewed and adopted the Decree with force of law supplementing the Decree for determining the amount of the salary for the elected, appointed and assigned persons in the public sector during the state of emergency whose provisions also apply to the ambassadors extraordinary and plenipotentiary and consuls general of the Republic of North Macedonia, who exercise the right to a salary in accordance with the Law on Foreign Affairs. According to the Decree with force of law, the ambassadors extraordinary and plenipotentiary and consuls general, for the months of April and May 2020 will be paid a salary reduced by 20 percent compared to the salary paid in the previous month.
The Government has also adopted a Decree amending the Decree for application of the Law on Protection of the Population from Infectious Diseases During the State of Emergency, according to which, a citizen of the Republic of North Macedonia, who will enter the border crossings in our country after 13th April 2020, and who had stayed in countries with high coronavirus COVID-19 risk, according to the list of the World Health Organization (WHO), shall be ordered a measure of strict isolation (quarantine) in the duration of at least 21 days from the day of arrival in the North Macedonia.
At today's session, a Decision was also adopted to amend the Decision on the implementation of mandatory state quarantine of the citizens of the Republic of North Macedonia returned from abroad by humanitarian flights, according to which this Decision also applies to citizens of the Republic of North Macedonia, returned from abroad and with convoys by land.
At the proposal of the Ministry of Health, today, the Government adopted the Decree amending the Decree with force of law for application of the Law on Health Care during the state of emergency, which regulates the termination of employment by force of law, with termination of the Employment Contract or the Contract for extension of the employment of a healthcare worker or healthcare associate, due to age, it is postponed for the duration of the state of emergency, in case of acquiring the right to an old-age pension, when they reach 64 years of age for a man, or 62 years for a woman in accordance with the Law on Pension and Disability Insurance during a state of emergency, or when they reach 64 years of age, i.e. when with a written statement to the employer they have asked for extension of their employment contract for up to 67 years of age in accordance with the Law on Labor Relations.
According to this Decree, the initiated procedures for termination of the employment contract or contract for extension of the employment of a healthcare worker, i.e. healthcare associate, due to age, are postponed during the state of emergency.
