The Minister of Public Administration, Goran Minchev, addressed today’s meeting of the Sector Working Group on Public Administration Reform, attended by representatives of the EU Delegation in the Republic of North Macedonia, SIGMA, ReSPA, embassies, and representatives from the public, private, and civil sectors.
In his address, the Minister emphasized that public administration reform is a key priority for the country’s progress toward full membership in the European Union. He noted that the reform has, for the first time, been formally included as a separate area in the “Fundamentals” cluster under the new EU accession methodology, which further underlines its importance.
“The European Commission’s reports show moderate progress, but they are also a signal that we must intensify the implementation of reforms,” said the Minister.
Particular emphasis was placed on the 2024 SIGMA Monitoring Report, which provides a clear overview of achievements and areas that require further improvement.
Minchev stressed that the current focus is on the effective implementation of the Public Administration Reform Strategy 2023–2030, aimed at building a depoliticized, professional, and accountable administration that delivers quality, fast, and accessible services for all citizens and the business community.
As key results, the Minister highlighted the preparation of three new laws – on administrative servants, on public sector employees, and on professional development of administrative servants – which will be submitted to Parliament by the end of May. Additionally, work is underway on new legal solutions for 2025, including the Law on Senior Civil Service, a new pay system, and the Law on the Organization and Operation of State Administration Bodies.
He also announced strengthened international cooperation through a signed memorandum with the Ministry of Public Administration of the Republic of Slovenia, enabling the exchange of experiences and best practices.
“Reforms are not an end in themselves, but a means to create a better, fairer, and more efficient society. Only together can we build the kind of public administration that citizens truly deserve,” the Minister concluded, expressing gratitude to all international and domestic partners for their support and collaboration.
