Minister of Public Administration, Goran Minchev, addressed the event dedicated to the presentation of the 2024 SIGMA Monitoring Report, emphasizing the importance of public administration reforms as a key priority in North Macedonia’s EU accession process.
“Modernizing and improving the public administration is the foundation of a functional public sector, which drives any democratic society. The establishment of the Ministry of Public Administration is the Government’s strategic response to accelerate reforms and improve institutional efficiency and transparency,” said Minister Minchev.
He added that the SIGMA Report is a valuable tool for assessing progress and identifying areas for improvement. The Ministry is actively implementing measures from the Public Administration Reform Strategy, focusing on depoliticization, professionalization, and establishing a coherent salary system.
“Citizens must trust institutions and feel that they serve their interests. That’s why reforms must be inclusive, and policymaking transparent.
We have drafted new legal proposals – the Law on Administrative Servants, the Law on Public Sector Employees, and the Law on Professional Development – which will soon be submitted to the Government and Parliament,” he stated.
Minchev also announced a new Law on Inspection Oversight, which will introduce structural changes to better coordinate inspectorates and reduce administrative costs.
In the context of EU integration, he noted that the European Commission’s critiques regarding political support and coordination of reforms will be addressed to improve the process.
“We are grateful to SIGMA for their continuous support. This partnership is essential for building capacities and aligning with European standards,” concluded Minister Minchev, expressing confidence that the shared efforts will achieve the set goals for a modern and efficient public administration.
